This course provides an overview of California's planning and zoning law and explores the latest trends in planning and zoning practice. The instructors cover the basic requirements of California land-use law, including the most recent legislative changes and court cases. The course also focuses on state-of-the-art planning and zoning practice, including land use and greenhouse gas emissions, successful affordable-housing strategies, downtown and neighborhood revitalization, form-based planning, planning for sustainability, land use and public health, etc.

M. THOMAS JACOBSON, J.D., M.C.P., AICP, is chair of the Department of Environmental Studies and Planning at Sonoma State University, where he is also director of the Institute for Community Planning Assistance. He is of counsel with the Sohagi Law Group, a land-use and environmental law firm.
MARK WINOGROND, M.C.P., AICP, Now in his fourth decade of public service, Mark Winogrond was trained in both philosophy and city planning. His career work has included
directing the rezoning of the City of San Francisco, writing San
Francisco’s earthquake master plan, acting as community development
director in three Southern California cities ( Lawndale, West Hollywood
and Culver City), and working as the chief administrative officer for
Culver City. He now offers strategic services to public and academic
clients. Recently he was interim director of planning for the City of
Los Angeles, and conducted a neutral analysis of four competing ballot
measures in Monterey County for NBC Television. He is the recipient of
Distinguished Leadership Award from the American Planning Association,
is a member of the College of Fellows of the American Institute of
Certified Planners and is an emeritus member of the California Planning
Roundtable. He teaches the basic Planning and Zoning Law Clinic for both
UC Berkeley and UCLA extension.
